Our client is looking for a Principal Officer Implementation to take a lead role within their Transport Development Planning team. This senior position is responsible for the end to end delivery of third party highway schemes, ensuring they are designed and constructed to the highest standards while supporting regional growth.

Key Responsibilities

  • Take a lead role in the delivery of third-party highway schemes, ensuring they are appropriately designed and implemented through Section 38, 171, and 278 agreements.
  • Review and approve technical designs and oversee on-site construction to ensure works meet regulatory standards without increasing future maintenance burdens.
  • Collaborate closely with developers, contractors, planning authorities, emergency services, and local councils to ensure timely development delivery.
  • Independently manage complex projects and small-to-medium contracts, ensuring value for money, setting KPIs, and resolving compliance issues.
  • Act as a technical mentor and subject matter expert for the team, providing coaching, training, and guidance on complex enquiries.
  • Lead the development of local policies, procedures, and systems in response to legislative changes and industry best practices.
  • Monitor local budgets to ensure effective use of resources and plan long-term work programmes for the team.
  • Manage highly complex or contentious cases, communicating effectively with the public and senior stakeholders.
Required Experience & Skills
  • Significant experience in a related discipline such as Civil Engineering, Planning, Transport Planning, or Geography
  • Comprehensive knowledge of relevant highway legislation and the ability to act as a subject matter expert in specialist area
  • Proven ability to use initiative to solve complex problems and develop innovative solutions in a reactive environment.
  • High level of interpersonal skills and emotional intelligence, with the ability to present complex data clearly to diverse audiences.
  • Practical understanding of budget management principles and processes.
  • Strong skills in coaching, mentoring, and motivating staff, with an understanding of collective management responsibility.
  • Advanced ICT skills, including Microsoft 365 (Word, Excel, Outlook) and experience with data protection regulations.
  • Willingness to engage in lone working and occupational driving as required by the role
